If your protection from getting DoSed is to just say "we won't have an irc server", that is a genious idea.
Sure, if you don't have a lightning rod in your back yard, your back yard wont get struck by lightning often, that's obvious.
But the question is, the 1 time you do get struck, will you be prepared for it?
I don't know the folks at candid or sextracker, but I do know the folks at isprime and choopa, and they both have thought of this problem before linking, and invested signifigant $ to do it right.
Hell, if it's done right, in the end you end up with a 'harder' service, as the experience with dealing with attacks on something other than your stuff will help you if you ever get attacked.
I can also tell you that DoSes are not terribly uncommon even if you don't host IRC.
