I'd go with the unlocked one - but it would have a timer of sorts (15-30 minutes).
If the surfer has not clicked any links going to the same site for up to 60 days the original sender gets credit.
BUT if affiliate A sends a surfer and he doesn't signup and within 15-30 minutes but he clicks another link and the surfer is compelled to signup after seeing Affiliate B's pitch, then the sale should go to Affiliate B. If the surfer signs up within the '15-30 minute window' then Affiliate A gets the sale - regardless of the second referrer.
It prevents top ad buyers from getting ALL the sales despite their pitch sucking. It evens out & empowers others to buy spots. It also avoids giving all sales to the site owner selling spots (if he should also be promoting the same sponsor above you with a blaring ad)
That's my PERSONAL opinion though.
