Due to how their Republic is setup, it's very difficult (near impossible) to bring reform through votes. Many groups and parties that look for reform are forbidden in Iran. Their leaders have to be pre-screened by the Council of Guardians. It's basically like having Bush's cabinet decide which 8 people you can vote for in the next Presidency.
