the president controls or has strong influence over more things then most people realize. Take illegal immigration.... he has no control over how many people enter the country from mexico, but he does have control over enforcement and speeches that encourage mexicans to cross the border in hopes of getting to stay. Indirect control can be as strong as direct control.
more then a few thousand national guard are overseas, between afghanistan and iraq. More then 12,000 are headed to iraq in december
contractors have been there yes, but not in the numbers they are now.
The DSS is suppose to be protecting american officals overseas, but Bush is outsourcing that also to private companies.

The dollar fell under Clinton and he tried his best to stop the slide and he couldn't so what would make Bush able to stop it ?

so that wouldn't have much effect on sign ups.
The contractors in Iraq have been a fact in the middle east since the first Iraq war in 1991 when the Saudi's hired Blackwater to provide security for their ruling family and oil workers and their families.
They also provide security for most of the other countries in the middle east because they can't trust their own people the same as we can't trust other prople to protect americans in Iraq !
