You might be correct
However, if you have a rap-sheet it is public record just like WHOIS, but you you can't block the info.
In my state if I know the person name, I can see if one has criminal record for free if you know county. So I guess, all states are the same or will be.
Honestly, if you broke the law and got caught...how could it be consider personal info?
