that's because you don't know how to call the cops. This is how it SHOULD be done:
1st call "Hello, 911? There's a really drunk man who wants to drive off and tried to attack me, can you please come pick him up?"
2nd call (3 minutes later) "Hello, 911? About the drunk man, don't bother coming, I shot him dead!"

the cops will be there in less than 2 minutes
