I used to work at the post office long ago. The best way is to contact the Postal Inspectors and tell them what is going on.

I received my Fubar magazine a few days ago and the envelop was split open along the entire bottom. I don't think it was intentional - it appeared to be a result from the magazine being a very tight fit in the envelope, and then the magazine being bent or curled (as in rolled up).

The local post office may not do anything. Call the postal inspectors every day. Everyone in the post office fears the postal inspectors, even the managers.

If you simply want him to stop - tell him you've been documenting every open letter and package over the past ____ years - and that you will be turning over those records to the Postal Inspectors at the very next occurance of even the slightest invasion of privacy. If he has a brain, this will get his attention.
