This ought to be a sticky question just like "What app can I use to split my movie files?" that gets asked once per week.
Take a screen cap by hand, taking care to select a frame that is well lit and has no or little motion in your editing app or third party app like Frame Shots. Then deinterlace the image and color correct if necessary and slightly sharpen and brighten the image in Photoshop or other graphic app to make it look as good as possible.
