No they wouldn't. If they didn't have the padding/helmet etc they would not hit each other as hard. The weight of the padding also adds to the force of the overall impact. Remove the padding and the force of the impact is less and the way they tackle each other would be radically different.
Its like comparing bare knuckle boxing to using gloves. The way you hit, force of impact and nature of injuries are very different
