I think unblockable is somewhat unreasonable... the issue of a popup on exit is a fairly simple java script... Vista from what I can see blocks 100% of popups, but thats only been my experience...
A possible solution is to create clear gifs as spacers and link them to your "popup" html page putting such into a new window and by sizing the window; the java script will activate on mouseover and would not require your visitor as to actually click on the link, but rater just pass the mouse over the clear gif "transparent" as to activate your "popup"
1.) You need to make some spacers that are transparent gifs.
2.) A simple javascript using mouseover will be needed that will limit that amount of times your "popup" will display so that your visitor will not keep on seeing the same "popup" every time he or she passes over your transparent gifs. Now on exit the script runs !
3.) You will need to state in your transparent gif(s) being used as a hyperlink that their border is 0 or you will have your transparent gif(s) with a blue border... <img src="http://yourwebsite/images/clear_1.gif" border="0"></img>
When a visitor passes his or hers mouse over certain spots on your website your script will run on exit.
In reality this is not considered to be a popup and should not be blocked!, but why not try it out for yourselves!
