Plus we don't know the whole story, she could have been panty-less with her skirt hiked up 8 inches higher than it is in that photo. She could have been bra-less with her boobs falling out of her tank top. (They did say in the story she puller her shirt up and skirt down before they let her fly)

Our society has to be the most litigious in the history of the world. It's downright ridiculous.
