The answer is because no one is into preventitive maintenance.
That's quite apparent just looking at our health care.
I remember going to my doctor's office and seeing that medicaid would no longer pay for a pap smear.
But sure let's pay for the cancer treatment which will cost thousands of dollars more in the long run.
People think it's cheaper to save money on education, and other programs that might (and I stress might) help, than to spend it on reform schools, and prisons.
