I guess I see the kind of person buying a business like this as someone who doesn't know how to submit and design galleries that will bring in $100K a year on your own. What they would be paying for is not only the current traffic going through your site, but all the galleries on the site, the layouts that bring in money, and the tours you've created. If it's a proven way to make $100K a year, why wouldn't someone who makes $20K a year be interested?
I don't think the fact that they would have to work a couple hours a day means the business isn't worth anything. What business can you buy where you can just sit back and never work?

Because it's not guaranteed. If you can show at least 3 years of history where you did the exact same thing every day (submissions to the same sites, not building new galleries) and made the same amount of money, then you could maybe justify a higher price. But you're talking about most likely a very limited history in a highly competitive market. They could keep it up for a few months but without knowing what they're doing themselves, they've got nothing except a decent gallery layout. 3-6 months profits tops.
I went through this with another company of mine a while ago.
