Phosgene is old stuff (invented in the 18th-19th century) and used mainly in the production of plastics/polymers. The US used to have massive stocks of this stuff for military uses, but usage has declined massively.
The serious "chemicals" are mainly those related to attacking the nervous system which are, least in theory, banned by the Chemical Weapons Convention - nasty shit...
