Let me note, there's a few right answers for this. Some will do it differently than others since there's a complex way to do it, an extra careful way to do it and other ways. It's up to the individual.

First, this was hypothetical question. What I am doing now are tgp/mgp network and I don't have any single blog yet

But I am planning to start a blog network and I want to do it right from the start. That's why I am asking this.
About IPs and domains. I have about 15 old and unused domains with solid names but without any SEO value. What I am planning to do is to open every new blog on separate domain, with different IP. But the problem is that I am not sure I can have many different C class IPs. All IPs will be different but maybe on only 2 C classes. I know it would be good to have diff C classes but it's pretty difficult for me to accomplish that. Spreading like 100 blogs on 100 hostings would be real nightmare for me. So I'll focus on better keyword linking of the blogs instead of better IP plan.
Also, one question about domains... Registering like 100 domains with all the same info is not good right? Search Engines count those details like domain infos, contacts, DNSes, and so?
Once again, the whole thing here is hypothetical, for better understanding and for better start...
