While a conspiracy would have involved more people than an actual terror attack, the conspiracy has the luxury of involving people who don't even know they are involved. The example I like to use are the machinists who built the parts for the atomic bomb. To this day these people likely do not even know what they built.

As for the people who would have known what they were doing leading up to 9/11, realize that their involvement would have been based on a great deal of trust in the first place. These would have been the same types of people who work on top secret military technology that never leaks out even though it's some pretty amazing stuff.
