really? wind direction and speed? i think only if it has changed somewhat from the ATIS information..or if the pic did not confirm he has ATIS when he made initial contact with tower, incidentally landing clearances comes from the tower controller who ofcourse is also ATC but in general airjock terms ATC is either approach/departure or center..
