Frankly, having been on both sides of the rope, I think tipping's about class.
Some people got it. Some people don't.
Whatever your belief structure on the thing, it's considered appropriate to tip delivery folks (despite any 'delivery charge' that may be there to supplement the driver with the cost of gas and maintenance on his car) 10% of your order.
If your order was confusing as hell, required the stocking of a bunch of sides, or the guy picks up a pack of smokes or cans of soda that the restaurant didn't have for you, too, hook the guy up a bit more.
if you don't, that's your prerogative, of course - but you're exhibiting a lack of class, I think.
If you don't have the money to tip, you shouldn't be looking to others to provide you with a service to begin with, imho... you should be putting yourself in an environment where you do whatever yourself - whether it be pouring you a drink, parking your car, handling your bags, giving your order to a kitchen, driving your ass around, or making a trip to the local pizza joint's cash register.
Otherwise, for me, it's as simple as you lack class.
