The problem with Joomla is they did away with the ability to sell third party add-on in regards to components with their new GPL license decision. So now version 1.5 has come out and all those great add-ons aren't getting updated, because the 3rd party developers can't make their money.

So now you will be stuck with what ever the community decides to create and release for 1.5 under the GPL, or you will have to use a 1.0.0.xx version and forget about any security updates.

I'm playing with modx cms now, using it on a mainstream site I'm building, seems to be better than Joomla IMO. Not so bloated.

He can do what he wanted to do with either of the CMS's but it's just going to require doing a lot of work to set them up.
