It doesn't change the feeds on each reload/pull to avoid Google penalty. But there is no reason to morph on each reload to avoid content duplication on 10 or even 100000 sites, because the TheSponsorFeeds has a special key for that (it's called
cxxx_seed). E.g.
http://demo.thesponsorfeeds.com/?wm=252 - an unique feed for wm id 252
http://demo.thesponsorfeeds.com/?wm=...xx_seed=123456 - another unique feed for the same webmaster but different blog
http://demo.thesponsorfeeds.com/?wm=252&cxxx_seed=31723 - another one
http://demo.thesponsorfeeds.com/?wm=252&cxxx_seed=93837 - another one
http://demo.thesponsorfeeds.com/?wm=...xx_seed=912938 - another one
etc...

You forgot one thing: we have used this morphing algorithm on rbblog.com since it's launch, and we are selling it also for a long time. Course we do care about our customers and their webmasters so all those ideas were implemented a long time ago.
