Can't recall exact wording on this at the moment, but google's clause is not about auto-thumbing to be exact, it's more how content in general is added to the site. in case of TGPs it is done by human intervention, manually as to speak; where Google and other search engines have automatic process of gathering data from different sources without human intervention.
