This has nothing to do with free content on teh internets. It has everything to do with the government scatting all over our First Amendment rights.
The VAST majority of free content on the internet is being distributed by Tube/Torrent sites and they don't give a fuck about whether or not they even have the rights to publish the content in the first place, much less worry about record keeping.
