trying to help somebody out travelling in NY .. anybody know what the best cell phone provider is for this ? I need free incoming minutes on the plan, outbound not so important ..

im checking out cingular and tmobile but tmobile it appears you gotta buy a phone and cingular doesnt seem to have free incoming
