Netbilling's additional verifications and scrubbing have certainly helped battle fraudulent check signups. While funds verification is not done in real time on any system, we must rely on proper address information matching using Experian and also checking to see if the account was valid and had a positive balance the night before using Starcheck (which works on approximately 50% of US checking accounts). I can tall you that using a processing company that does not use these verication systems leaves the web site wide open for fraud.
