Because it is founded on a base which, whether they want to believe it or not, leaves the beneficial owners open to prosecution, which would most probably have risks attached to any client funds held. It's not viable for beneficiaries, whether using nominees or not, to be US citizens and be engaged in transacting for the gaming industry.
