Oh and the the numbers between 10,000 and 99,999 are not all controlled by ICQ. Mirabilis made ICQ available to many people back in 96, so those that first tried it, ended up with short numbers... You will find that all the good numbers like 10000, 20000, 30000 etc are "owned" by employee's of the company, programmers etc.

If you really want a short UIN, it's not that hard, hotmail purges email address' every month, just look for a hotmail address in a random ICQ search, make a password request after you've taken over that email account and you're bound to get something... so many of the small numbers are truly dead numbers not being used by anyone.

The database to those original unused numbers in the tens and hundreds of thousands, like contact list etc has been deleted ten fold. If you take over a UIN that is owned by someone, I'm sure they will make it clear to you, if you take over a UIN owned by an admin, you're pretty much IP banned.
