Oddly enough, I've dealt with card processing for the last 7+ years now... and while people complain about throughput -- always have, always will -- and scrub, and the price of rice in China, the bottom line is really simple. If companies like Paycom and CCBill are declining transactions based on scrub parameters, it's very -- and I mean VERY -- likely that the transaction should be declined.
Some people confuse bank declines with scrub declines, which is unfortunate. A bank decline is a hard decline and no amount of begging or pleading is going to change it from one to the other. While there are certainly many upstanding citizens who enjoy looking at naked bodies on the internet, there is also a higher than average proportion of people who would like to do that but really can't afford to play.
Then you take into account the fraud -- be it surfers or affiliates -- and the percentage of good transactions is lowered even more. Surfers who constantly join, cancel, get refunds, initiate chargebacks, etc are not really desirable as a member database. You'll never make any money off these people, and considering the cost of a chargeback to a merchant account holder, you are better off without them.
So really, the only way I see that you could take the dregs of the surfer population and make money off them... would have to be doing something else besides trying to bill them legitimately. After all, we know they either don't have money or they don't have access to their money for some reason or other, and that's not going to change.
So the installs thing isn't a big jump in my imagination... especially with threads like these --
