In GA, nothing goes to the state. If you didn't get an order to pay through the state in your divorce, you (the custodial parent) pays a 1 time fee of $25 (it was $5 when I filed) to get the order. If you're on welfare, you pay nothing. The custodial parent then gets every penny the state is able to get from the non-custodial parent.
I guess my ex won't be going outside the US any time soon
