Would have to agree on child support, tho as crockett said, there can be abuse by both parties.
Irrespective of the nature, this is yet another method of "capturing" US citizens. Issuing passports are just that - they have nothing to do with child support, breathing, drivers licenses, taxation et al.
It's all about control.
