Matt, without puretna, the users would be sharing their files with NOBODY.
When you have a drug dealer on every corner, everyone thinks it is okay to do drugs. You remove the drug dealers from every corner, and suddenly a large portion of the population can't find drugs and stop doing them.
Torrent "guide" sites are the lookouts and wranglers for the crack houses. They don't have the drugs in their hands, but they will take you to the guy with the drugs and they expect to get rewarded for doing it.
You don't have to pull the trigger to be guilty of murder, and you certainly don't have to do it to be guilty of conspiracy.
