If you're going to post/quote "facts" like those, why don't you go ahead and posts the corresponding events that set those actions into motion? Probably because they don't suit your version of the facts. Here let me help you get started with a real easy one:
Propaganda: "1991-: U.S. forces permanently based in Saudi Arabia."
Reality: "U.S. forces flooded into Saudi Arabia in fall 1990, after Hussein's troops invaded Kuwait with intentions of continuing its push into Saudi Arabia. Saudi Arabia welcomed the troops, and its own forces fought to push Iraq out of Kuwait. After the war, only about 4,000 uniformed Americans--mostly Air Force members--stayed in Saudi Arabia as part of the no-fly patrol operations, and as a check against further Iraqi offensives. In 2003, the few remaining uniformed Americans left Saudi Arabia."
In other words, your "source" is either a little outdated or completely full of shit. Hmmm...

Actually you might want to do more research.Your a little off. Saddam told the USA he was going into Kuwait and why he was doing that.Since they basically didnt agree or disagree, he took that for approval.
