I don't think many people here are calling you dodgy, but I just don't think you understand the value of what you are asking others to volunteer in good faith.
You posted above that 20 sites plus affiliate program design & promo tools would only cost about $4 to $5k, which isn't a very big investment if you are so sure this program will work. Why not just pay a designer & keep the 25%?
What guarantees do you offer that the other parties will deliver their end? It would be different if you had a promoter already in place who actually had traffic, then you'd be offering something of value, but in its current format you are asking a designer to donate several weeks of their time for potentially nothing.
The way I calculate the designers contribution is a little different ... I'm working on low to average prices, you could go less but not by as much as you assume.
20 sites each 3 pages @ $500 per design = $10k
10 banners per site x 20 sites @ $10 per banner = $2000
Affiliate program design = $500
Ongoing graphics = several hours per week
that's $12500 worth of actual work the designer has to do just to go into this project & find out if everyone else actually has anything to offer.
See why you are getting a bit of reluctance from designers? I know you are claiming that your email is full of enquiries but after your last designer disappeared you might want to be a bit more selective.
