When we worked it we were working with a thirdparty, but had the US PSMS etc, and you're right.. between the fee hikes and constantly changing rules, you'd have to be a man on infinite patience to see it through.
I've got a sneaking suspicion (actually, no suspicions, I'm pretty damn sure I'm right) that they carriers want the mobile content niche wrapped up for themselves. 
They couldnt do it officially, but charging a few g pm for a PSMS and changing the regs every second day pretty much makes seals the deal..
