One could say the small ones are precursors or they are relieving stress to delay the inevitable, because the "big one" will come, and it will make the Northridge and Loma Prieta quakes seem like 4.5's.
It doesn't matter where you live, Mother Nature will fuck with you somehow. Personally, I think the occasional quake is a great trade off from ice storms, hurricanes, tornadoes or 116 degree summers.
