Epass is more a processor than a Bank. A bank, by law, have to refund you the money and go after the thief if money is stolen from you.
If you did a paypal/epass exchange, you can go to Paypal and they will have to give you your money back.
It sucks, but Epass just followed the law.

No, you would not have to pay it back if you received stolen money for doing a service. How many dollars of stolen money every day is spent at Wal-Mart?
