Windows 32 bit on a 64 bit system is a real crime... I'm guessing jace is too cheap as to buy a 64 bit copy of Windows XP Pro...

For a rank noob I would suggest Ubuntu linux... It should only take you a few months to a year to get the basics down... I suggest such because its free... since you seem to be cheap...
