So far its only the ISP's I think who are on-board for a no popup experiene. They are trying to get eyeballs to use their service and want to offer a value-added service (removing the annoyance of popups). But I doubt popups will go away until a new version of IE which has the option and its set to disable popups by default. That move will kill a majority of popups as we know it but even Microsoft/MSN uses popups to increase their bottom line so I think it's rather isolated to just the service providers, for now...
