Its a great idea. You can't lose. You sell more domains now because people can afford them and you make 10% more with no risk to you. If the person builds the domain, gets it listed everywhere and then falls on hard times for whatever reason, you keep all the payments they made and get back a domain worth more money now then before.

I'm not speaking for him but I agree that it is a great idea.
There's no way to tell what % of people will reneg on payments for whatever reason, but it's logical that they would lose whatever rights to the domain if they did.
If you lease a car or a home or office space and don't pay because you fall on hard times - you'll lose those too.
