Probably just kids.. When I was a kid and we used to play guns and war out in the woods. One of my friends had one of those disposable rocket launchers from the US military.
It's the type that can only be used once then they toss them. I think you could buy the used ones at military surplus stores back then. Now days you probably can't but who knows.
