should not be getting anyone in trouble. Only a pack of overzealous idiots would arrest someone for this, something that anyone might say without thinking or meaning any harm. The same goes for the makers of such zero-tolerance laws.

That I'd agree with and admittedly I didn't read the article. If that's what they're talking about then no, nobody should be arrested for that.
I was thinking more along the lines of, "Be careful when you open up THAT suitcase 'cause it may blow up."
That SHOULD be cause for someone to be arrested imo. If for no other reason than they're so stupid, they shouldn't be roaming the streets by themselves.
