Couldn't they rake in the income from the pay site for a while and then sell the developed site for at least $150,000.00?

What you are saying is the same as selling a old rusty vette for $20.000 because it have a potential of becoming a car worth $22.000 if someone restored it.
Your domain is not developed, so its not worth what you ask.
