Both networks have big problems, but then again, all big telecom companies have problems of one sort or another.
For example, global crossing's peering policy is among the most strict. I don't know if it's still the case, but for a while, it was so strict that their only peering with MFN was in LONDON! (because their policy was less strict there).
Verio, their network has lately been rapidly deteriorating, and having lots and lots of major outages at various parts of their network. They are known to make networking decisions that are extremely stupid (eg, installing new router software on all of their backbone routers simultaniously and rebooting them all at once.
