oh man that is awful, I wish your dog a speedy recovery and hopefully you can find the irresponsible owners and get this situation dealt with so no other poor dog has to go through the same thing.
Hopefully the vet gave you puppy pain killers for the poor guy so he doesn't have to suffer any more than he already has.
