changing your router or LAN card on cable service will change your IP address as your MAC address which is binded to the hardware changed.
the ISP gives an IP address to a specific MAC and if that doesn't change neither will the IP on cable service unless you have software that spoofs the MAC address.
On DSL service it will most likly change every time you connect to the internet.
