Wrong. A big guy like that has FAT to burn for energy ... as long as he is doing the work required to "damage" the muscle fibers they will repair and gain in mass, thus "building muscle". Now someone who is very lean and trying to build muscle mass on 1200 calories is a different story.
In any case the amount he would build in a week would definitely not be 10 lbs.
