It has nothing to do with needing to learn from anyone. You honesty think it's hard to build a site then upload it to 50 domains?
I have no issues at all getting good keywords and ranking well in google. I do it all on the up and up and and my listings tend to stay in place for months at a time even years in some cases. Only time I ever have issues, is if google changes something drastic like their latest update. In most cases I can get back where I was with in a reasonable amount of time.
As I said I don't have an issue with a little black hat here and there it's no biggie to me. I don't do it myself, but it doesn't mean I'm going to rat on guys that do it, just because I want to be a dick.
However, if the guy is doing nothing but spam and I'm having to compete with it.. Well you can damn sure bet he will get reported. We are all here to make a buck and there is no excuse for that kinda BS, especially when I'm competing for the same keywords he is..
I've been doing this since 2003 and this is only the second guy I've ever reported, the other was doing the same BS as well. I can deal with guys that use one or two domains to do this crap, it doesn't bug me at all. However this kind of shit I will report it when I see it, because there is no reason for it.
