Not necessarily.
If you bill me on 95th percentile I'll pay more than 50 cents a gig if you're charging $150/mbit, because of the spikes in the traffic.
That's why I'm looking for a "per gig" or billed on "average" deal.
I need to pay at or near 50 cents per "gig that I actually transfer", not gigs that I "could theoretically transfer". (IE, giving me a capped 10mbps line and telling me its the equivalent of 3200 gigs)
