there's no difference between international players and American players when it comes to the NBA Draft - minimum age is 19, American players have to be one year removed from high school graduation regardless of their age.

All international players turning 19 in the year of the draft are eligible to be drafted.

not sure what happens if an international player isn't drafted in his first year of eligibility - if a team can just sign him as a free agent or not.
