There are many things/possibilities you could do to boost the traffic and attract people.
Consider hiring webmasters or work in-house to promote the sites. Make sample galleries and submit them to all TGP/MGP sites out there with Chameleon Submitter.
Or make a good deal to your affiliates, supply them with traffic tools and have them work for you sending their traffic to your sites..
..you can similarly work with free sites and Link Lists.
