This case sounds like officers who were not properly trained to use tazers. It's fairly simple to teach someone how to use a handgun. It takes a bit more effort to teach the ends and outs of a tazer.

Oh this scenerio I'm speaking involved a guy with a bat who was clearly on goof balls downtown DC causing a scene. I'm sure they threw in a little extra juice for good measure
